Have you taken him to the vet?

The skin condition sounds like an allergy, hove you changed your washing powder, conditioner, his shampoo or food recently?

All of these can affect his skin!

If you have not changes his diet or washing products then he could be being affected by something in the environment.

The toilet training problem could be related to the skin problem, especially if he was previously "good" in the house. The thing to remember with soiling in the house is not to make a fuss about it! I know this is difficult but highlighting the problem to the dog can actually make the problems worse! Never rub his nose in the problem (either wet or solid) The best thing to do is to let the dog out and clean the problem using a cleaner without bleach in it (bleach can produce an ammonia smell - urine is ammonia and so this type of product can make thinks worse!)
