Cat constantly wants to wee but can't

My beautiful ginger tom, TJ is acting strange. He keeps on digging holes and sits there tying to do a wee - but nothing comes a great deal of the time. He goes to poo OK. He is eating, grooming and acting fine but I am now worried about his obsession of trying to go to wee wee - any ideas?

I'm no expert but maybe he has a slight infection or blockage causing a problem, or maybe it's just a habit he has I'd pop him to the vets to be on the safe side. Hope he's ok.
