Could an allergy be causing my Chinese Shar-Pei puppy to cough all the time?

My Chinese Shar-Pei puppy is four months old. He is always coughing and sounds like he is full of mucus. He has been on antibiotics for three weeks now, but they have not had any effect. I have been wondering if he could have hay fever or another sort of allergy. What do you think?
Answer:
Sometimes an allergy can cause coughing or sneezing in dogs. It is unlikely, though, that the cause of the allergy could be found. There are numerous reasons for coughing in dogs and further investigation will be necessary if the response to treatment with antibiotics is poor. Diagnostic tests may include blood samples, x-rays, examination of the airways with an endoscope (flexible camera), lung washings and ultrasound examination, depending on the symptoms seen.
